Ancient Roman mosaic

This probably isn't ancient Roman mosaic. But it might be. We need the view of an expert. Where's Agent Hugh Scully when you need him?

    I believe that was part of a mosaic commissioned to celebrate the completion of the five-metre-high city walls of Venta Silurum from circa AD 75.
