Low tar.

Tobacco-less cigarettes. Filter and paper parts intact. Scattered and, on a windy day, aligned quite strictly along a line delineating two different surfaces of the pavement.

    To the cheap tobacco smoker these are known as tubes. you can buy tabacco and a device for filling them.
